As a Project Manager in BW’s Carlsbad office, Lori has over 17 years of experience in economic consulting and project management. At BW, Lori has supported applied research initiatives driving economic and workforce development, strategic planning and reporting for community colleges and adult education providers, and market research to advance regional economic resilience and environmental sustainability efforts. Her role has involved planning and monitoring project timelines and budgets, collaborating with cross-sector stakeholders, and designing and delivering tailored research outputs aligned with research objectives.

Lori has coordinated economic and workforce development research projects across California, including state of the workforce assessments for Santa Cruz, Santa Barbara, and San Luis Obispo Counties. She also led the development of the 2025-2028 Comprehensive Economic Development Strategy (CEDS) for the County of Santa Cruz. In addition, Lori has managed research projects at the intersection of technology and economic and workforce development, such as studies that examined the impact of AI and automation on the State of Colorado’s workforce, assessed innovation opportunity sectors for the City of Irvine, and identified strategic tech niche investment priorities for the state of Hawaii.

Examples of Lori’s work in strategic planning for higher education include a Comprehensive Local Needs Assessment (CLNA) for Southwestern College, a facility needs assessment for Palomar College, research to support the development of a three-year California Adult Education Program (CAEP) plan for the West End Corridor Consortium (WECC), and adult education planning for the Mid-Alameda County Consortium (MACC). Lori has also led career pathways research for the South Central Coast Regional Planning Unit and Cuesta College.

Lori holds a Master of Arts and a Bachelor of Arts in Economics from the University of Southern California, as well as a Certificate in Technical Communication from the University of California at San Diego. In her spare time, Lori enjoys art, music, and volunteer work for the San Diego Humane Society.
